이러한 조치는 [잉글랜드, 웨일즈 및 스코틀랜드]에 적용되는 규정과 같이 GB에서 적용되는 규정 (EC) No 1223/2009를 개정한다. 이 개정안은 화장품에 특정 화학물질의 사용을 금지하거나 제한한다.
얼굴 및 손에 사용하는 화장품 제품에서 코직산을 최대 1% 농도로 사용할 수 있도록 화장품 규정을 개정할 계획이다. 또한, 화장품 규정을 개정하여 규정 (EC) No 1272/2008(GB CLP 규정)에 따라 CMR 물질로 분류된 화학물질의 사용을 금지한다

화장품 제품은 규정 (EC) No. 1223/2009의 조항 2(1)(a)의 정의를 따른다. 에센셜 오일 및 레지노이드(Resinoids), 향료류, 화장품 또는 화장용품(HS code(s): 33), 화장품세면도구(ICS code(s): 71.100.70)

통보일 : 2024.04.10

규제시행일 : 1. 시장 판매–2025-04-20(기준일로부터 10개월 후). 2. 이 날짜 이전에 출시된 제품은 2025년 8월 20일(기준일로부터 14개월 후)까지 판매를 계속할 수 있다.

규제내용(원문)

The Cosmetic Products (Restriction of Chemical Substances) (No. 2) Regulations 2024

These measures would amend Regulation (EC) No 1223/2009 as applicable in GB (“the Cosmetics Regulation”) as they apply in [England, Wales and Scotland]. The amendments would prohibit or restrict the use of certain chemical substances in cosmetic products. We plan to amend the Cosmetics Regulation to permit the use of kojic acid for use at a maximum concentration of up to 1% in the following cosmetic products: face and hand products. We will also amend the Cosmetic Regulation to prohibit the use of chemicals classified as CMR substances under Regulation (EC) No 1272/2008 (the GB CLP Regulation).
